Background on HCMS
The Ministry of Transportation (MTO) implemented its HCMS in 2017. The system provides clients with a web-based platform where they can submit their permit application, connect with the appropriate MTO staff member, track the review, pay the permit fee, and receive their permit entirely on-line.
MTO is now seeking to continue to improve the existing HCMS by developing additional functionality to provide a web-based system for stakeholders to connect with MTO staff through the entire land development review process; beginning with pre-consultation, moving through the land development review component, and on to final review of permit applications and permit issuance.

They use various spreadsheet and simple database systems track submissions and responses over the years, but they have been strictly internal and inadequate
